The Utah Performance Management (UPM) system is a strategically aligned individual performance management system developed by the Department of Human Resource Management (DHRM) in partnership with the Governor’s Office of Management and Budget (GOMB).
As agencies throughout the State of Utah increase their focus on performance, UPM is an effective tool in providing employees a line of sight that will allow them to identify individual performance goals that align with their organization’s strategies. Strategic alignment of organizational and individual goals is a major task in improving both individual and agency performance. The return on the states most valuable asset, Human Capital, increases exponentially, when agencies incorporate strategic performance management into their organization.
The Triple A section of UPM allows the agency, supervisor, or DHRM the ability to present a policy or agreement to employees individually for Agreement, Authorization, or Acknowledgement. The Triple A is then stored in the employee’s individual UPM profile for them to refer to as often as needed and for supervisors to refer to if needed during the course of employment.
